Assured Guaranty Wraps Notes Issuance for Places for People

Assured Guaranty (Europe) plc (AGE)* announced that it has guaranteed principal and interest payments on £75 million of notes issued by Places for People Treasury Plc. The unsecured note issuance is to refinance existing facilities and for general corporate purposes. As a result of the financial guarantee provided by AGE, the investors were able to benefit from AGE’s AA by S&P Global Ratings. Places for People is one of the largest placemaking and regeneration companies in the UK, with an underlying rating of A-/Baa1 from S&P and Moody’s respectively.
Moody's Investors Service ("Moody's") has today downgraded to A3 from A2 the underlying senior secured rating on the GBP352 million of index-linked guaranteed secured bonds due 2042 (the Bonds) issued by Central Nottinghamshire Hospitals plc (the Issuer or "CNH"). "Today's downgrade reflects a deterioration in the financial metrics caused by an increase in the net project costs following a review of the insurance gainshare payment mechanism between CNH and the Trust, as well as a re-profiling of the lifecycle cost assumptions. The outlook remains stable and reflects our expectation that the project will continue to perform adequately with a low level of deductions and that relationships among project parties will remain good", says Corrado Trippa an Analyst in Moody's Infrastructure Finance Group, and lead analyst for Central Nottinghamshire Hospitals plc.

Bond insurers renew push for Puerto Rico electric agency receiver

Bond insurance companies that were not part of a preliminary deal to restructure debt issued by the Puerto Rico Electric Power Authority (PREPA) have relaunched litigation seeking a receiver for the bankrupt agency. The move could signal that Puerto Rico has a ways to go to reach a final deal that includes the insurers. A motion filed late on Wednesday in U.S. District Court in Puerto Rico by National Public Finance Guarantee Corporation, Assured Guaranty Corp, Assured Guaranty Municipal Corp and Syncora Guarantee Inc asks the judge overseeing the U.S. commonwealth's bankruptcy case to allow another federal judge to appoint an independent professional to take over the utility's operations.
